tern-tc-9m verify

The published tern-tc-9m packages -- the base checkpoint and its t27 finetune -- checked live: hashes, the C99 engine build, each package's own greedy receipt, the tokenizer and greedy generation, all on bytes downloaded from the hub, not on copies shipped inside this Space.
